Add GALAXY_COLLECTIONS_PATH_WARNINGS option. (#78487)

* Add GALAXY_COLLECTIONS_PATH_WARNING option.

This allows users to disable warnings from `ansible-galaxy collection
install` about `--collections-path` missing from Ansible's configured
collections_paths.
