Deprecate certbot-auto on Debian systems (#8354)

Fixes #8294.

* Deprecate certbot-auto on Debian systems.

* Add changelog entry.

* Remove le_auto_xenial test.

* Update certbot-auto test farm tests.

* Add comments explaining expected behavior.
